Earthquakes represent a major natural hazard, potentially resulting in loss of life and economic loss. For people who live in regions affected by major earthquakes, hazard-mitigation and risk-management decisions need to be made. These decisions must be based on forecasts of future earthquake rates. Existing technology does not allow direct prediction of future earthquakes, however. Instead, prior catalogs must be used to forecast future rates.
