In 1986, I was invited to testify before a U.S. Senate committee chaired by Al Gore. I was told that I would have five minutes but I had been warned by others who had appeared before congressional committees that after each Senator on the committee had his or her say, the time remaining for testimony by outsiders would be severely cut. This being the case, I decided to prepare something that could subsequently be published in a refereed journal.
